Select the marquee tool - you can use any marquee type for this, in this example we'll use a rectangular one.

Select the region you want to use as a pattern.

Press , select 'Edit', then select 'Create Pattern'.

A confirmation dialog will appear telling your the pattern was successfully saved. Press the 'OK' button.

Now, next time you go into the fill tool settings you'll have this pattern available when performing pattern fills.
